Progress toward the smart city

The New Municipal Finance Management system is now entering its tenth year of use in many municipalities. Most municipalities have already switched to the double-entry accounting system, while others are just starting. Practical experience so far shows that the new procedure often opens up fresh perspectives on specific aspects of financial management. Many things that were initially seen as a challenge have long become routine. Some decisions taken at the start might turn out differently today.

There's an increasing focus on topics like digital transformation or the smart city. Despite all the different viewpoints and heated discussions in this field – one thing applies to all these trends: They always affect the entire municipality as a "business entity" and connect core administration more closely to independent public-utility and municipal companies. That means rethinking procedures. We team up with our customers to tackle the resulting challenges.

Data processing systems have also come a long way. Today, functions essential for the public sector are part of standard solutions. Now these programs include the full range of features and are being successively improved with convenience features.

And, just like in the private sector, there's a growing demand for standard solutions. With S/4HANA technology from SAP and a whole raft of new functions, the next software generation is already emerging. Now it's time to examine whether everything that's evolved in IT over the years is still necessary and useful. What individual additional features used so far could be covered by standard S4/HANA functions? Development is moving in the direction of restandardization, even though that sometimes means abandoning independent solutions developed with a lot of passion.

Standardization and integration with the BTC financial and accounting system connects master data and processes from the municipality's revenue, expenditure and maintenance operations as well as its public utilities and companies. Because all processes are integrated and perfectly meshed, there's no longer any need for separate digitalization.

The BTC financial and accounting system makes company-wide controlling a reality. Municipalities get an IT platform for all their financial processes, including lots of new smart-city services for local people and businesses.
